"Because the funding for the President's plan has been significantly reduced, we now won't be able to support American launches until 2017," Bolden, a former shuttle commander, wrote in a NASA blog.

It could take longer if Congress does not fully support the 2014 request, he said.

"Further delays in our Commercial Crew Program and its impact on our human spaceflight program are unacceptable," Bolden said.

The California-based Space Exploration Technologies Corp., or SpaceX, already is making cargo shipments to the space station. Its founder and chief designer, billionaire Elon Musk, previously has said his company could be ferrying astronauts aboard beefed-up versions of its Dragon capsules by 2015.

Orbital Sciences Corp. of Virginia completed a successful test launch 1 1/2 weeks ago. It plans to start sending supplies to the space station this summer, but has no interest in carrying passengers.

"With NASA's support, SpaceX continues to implement the necessary modifications to equip Dragon to fly crew," said Garrett Reisman, commercial crew project manager at SpaceX. "SpaceX and NASA believe in rigorous flight testing and we are looking forward to putting our SuperDraco launch abort system through these critical tests, starting with the pad abort test in the spring and followed by the in-flight abort test in the summer." The in-flight abort test will take place along Florida's space coast. During the test, a Dragon spacecraft will launch on a standard Falcon 9 rocket and an abort command will be issued approximately 73 seconds into the flight. At that point, the spacecraft will be flying through the area of maximum dynamic pressure, or Max Q, where the combination of air pressure and speed will cause maximal strain on the spacecraft. Dragon will be outfitted with about 270 special sensors to measure a wide variety of stresses and acceleration effects on the spacecraft. "Working with MOD on Boeing's mission operations also will help NASA retain key proficiencies for future human spaceflight operations."

The CST-100 is a reusable capsule-shaped spacecraft based on flight-proven subsystems and mature technologies. The system can transport up to seven people, or a combination of people and cargo. Boeing has designed the spacecraft to be compatible with a variety of expendable rockets to enable competition and reduce cost over the program life cycle. The company has selected United Launch Alliance's Atlas V launch vehicle for initial test flights that will begin as early as 2015.

Boeing's Commercial Crew Program includes the design, manufacture, test and evaluation, and demonstration of an integrated Commercial Crew Transportation System -- comprised of the CST-100 spacecraft, launch vehicle, and ground and mission operations for NASA's Commercial Crew Development program.

The Boeing system will provide crewed flights to the International Space Station and also support the Bigelow Aerospace orbital space complex.
